The Middle East and Africa (MEA) are entering the next transformative stage in the global energy transition. Long regarded as the backbone of conventional downstream energy supply, the region is now redefining its role in a low-carbon world by leveraging its natural advantages to become a central player in hydrogen, its carriers, and sustainable derivatives.
Hydrogen, and the broader family of hydrogen carriers such as ammonia and methanol, has emerged as a cornerstone of global decarbonization strategies. Its potential to decarbonize hard-to-abate sectors, including refining, chemicals, metallurgy, aviation, and heavy maritime transport, makes it indispensable for achieving net-zero ambitions by 2050.
Few regions are better positioned than MEA to lead this transformation. The combination of abundant solar and wind resources, vast land availability, advanced industrial infrastructure, and significant investment capacity provides a strong foundation for developing a competitive hydrogen-driven economy.
1. A new energy chapter: from grey hydrogen to low-carbon pathways – Hydrogen is not new to the region. For decades, it has been used in refining, petrochemicals, and fertilizer production, primarily as “grey hydrogen” from steam methane reforming (SMR), which emits significant CO₂. The shift now underway is toward lower-carbon production, including blue hydrogen with carbon capture, utilization, and storage (CCUS), and green hydrogen produced via renewable-powered electrolysis.
2. Industrial decarbonization in motion – Downstream facilities across the Gulf are integrating CCUS to capture emissions from hydrogen production and industrial processes. At the same time, large-scale renewable projects are enabling green hydrogen hubs, where electrolyzers are co-located with solar and wind farms to produce clean hydrogen for domestic use and export.
3. Regional natural advantages – MEA benefits from exceptional solar irradiation, strong wind corridors, and vast uninhabited land areas suitable for utility-scale energy projects. Combined with established port networks, export terminals, and industrial corridors, the region has a ready-made foundation for building an end-to-end hydrogen value chain.
4. Country strategies and diversification paths – Countries are pursuing distinct hydrogen strategies aligned with national priorities. Saudi Arabia is integrating hydrogen into Vision 2030 through large-scale export projects. The UAE is developing blue, green, and nuclear-based hydrogen pathways. Oman is building structured hydrogen zones through Hydrom. Qatar focuses on blue hydrogen leveraging gas infrastructure. North African countries such as Egypt and Morocco are positioning themselves as key exporters to Europe, while emerging players like Namibia and South Africa are developing early-stage hubs.
5. Hydrogen carriers and derivatives – Beyond hydrogen itself, ammonia and methanol are emerging as critical carriers and low-carbon fuels. These derivatives enable long-distance transport, industrial decarbonization, and new applications such as sustainable aviation fuel (SAF) and zero-carbon marine fuels.
6. Key challenges ahead – Despite strong momentum, several barriers remain, including the lack of harmonized certification frameworks, water scarcity for electrolysis, infrastructure adaptation needs, and still-evolving long-term demand and pricing structures in global hydrogen markets.
7. Investment and policy acceleration – Hydrogen investment across MEA is accelerating through public-private partnerships, sovereign wealth fund participation, and international collaboration. Governments are introducing land allocation schemes, incentives, and infrastructure planning to de-risk early-stage development and attract global capital.
8. Pathways to 2050 – Hydrogen is becoming a strategic enabler of net-zero ambitions rather than just an alternative fuel. MEA’s ability to combine renewable resources, industrial expertise, and global export capacity positions it to play a central role in the emerging hydrogen economy and global energy transition.
